Introduction

The aim of these Provisions is to set out the terms and conditions for awarding and paying the scholarship named after Ms Anuara Amanzholovna Kuanysheva, an employee of Degdar Humanitarian Foundation.  The scholarship is to be paid to disabled students (1,2 groups) of state higher educational institutions and secondary special educational institutions.  

Throughout her short and bright life Anuara was very passionate to help people in need.

The aim of this scholarship is to stimulate studies, scientific and research activities, develop creative potential of candidates, as well to financially support talented and determined young people with an active position in life.  The establishment of the scholarship named in honour of Ms Anuara A. Kuanysheva is the act to commemorate her as a bright, helpful, true patriot, and fundamentally the wonderful person we will all remember.
These Provisions set out the order of payment of the named scholarship (hereinafter, the Scholarship) by Degdar Humanitarian Foundation (hereinafter, the Foundation) to disabled students (1,2 groups) of state higher educational institutions, postgraduate students, Master’s and Ph.D candidates, who are the citizens of the Republic of Kazakhstan.
The Foundation shall annually award not less than one scholarship to candidates. The scholarships shall be awarded in calculation per one academic year and shall be paid at the expense of the Foundation.


1. Organisation of the Contest


      1. In order to select the scholars the Foundation shall annually announce the contest (hereinafter, the Contest). The decision (directive) on the announcement of the Contest shall be made by the Commission based on the relevant order signed by the Chairman of the Commission in the established order.
      2. At the same time, the Foundation shall prepare and in established order shall provide for the Foundation’s management signing a draft order on the establishment of the Contest commission (hereinafter, the Commission), on behalf of which (after the signing of the order) the announcement on the Contest shall be published on the Foundation’s official website (www.degdar.com).
      3. The director of the Foundation shall be a chairman of the Commission. The Commission shall include members of Anuara’s family, as well as an accountant and legal counsel of the Foundation.
      4. The Commission shall organise and carry out the Contest. In order to carry out the Contest, the Commission shall confirm a topic and a plan of the Contest, as well as the amount of the contemplated scholarship.
      5. The Commission shall carry out meetings in order to resolve the issues of organisation and running of the Contest. The Commission shall make decisions by a simple majority of votes. In case of tie votes, the Chairman’s vote shall be decisive. The decision of the Commission shall be recorded in the Minutes of the meeting of the Commission.

2. Participants of the Contest
      6. The disabled students (1,2 groups) studying on a full time basis at the state higher educational institutions and secondary special educational institutions and who are the citizens of the Republic of Kazakhstan shall have the right to the scholarship.  Students who study art, literature and pedagogics shall also be admitted to participate in the Contest.
      7. In order to participate in the Contest the candidates shall provide the Foundation with the following documents (hereinafter, the Proposals):
      1) a brief application about the reasons and wish to participate in the Contest;
      2) copies of documents confirming the citizenship of the Republic of Kazakhstan;
     3) copies of documents certifying a disability of 1 and 2 group;
     4) copies of documents confirming the relevance of the specialisation of candidates to the following - art, literature, pedagogics.
     5) a video film addressing to the Commission and explaining why a candidate deserves the Scholarship;
      8. The proposals of candidates stated in subparagraph 5 of paragraph 7 of these Provisions must comply with the topic of the Contest and the following criteria:
      1) social meaning;
      2) applicability.
      9. The Commission may set additional requirements to candidates. The additional requirements shall be reflected in the Contest announcement published in accordance with paragraph 2 of these Provisions.
3. Order of the Contest
      10. The Proposals shall be accepted by the Commission within two months from the date of the publication of the Contest announcement on the Foundation’s website.
      11. The Commission may reject the candidates’ Proposals if they do not comply with the requirements of these Provisions. The Commission shall give a specific number to the Proposals accepted for consideration.
      12. To simplify the order of consideration of the Proposals the Commission shall award a provisional point according to the following criteria:
      1) originality and distinction of a video film - up to five points;
      2) according to criteria specified in subparagraphs 1,2 of paragraph 8 of these Provisions - up to three points.
      13. According to the results of thorough analysis of the Proposals of candidates who scored not less than 20 preliminary points the Commission shall carry out a final selection determined by voting. The final decision shall be made by the Commission in the established order for the consideration by the Chairman of the Commission.
      14. The results of the Contest, names of scholars approved by the Resolution of the Commission as well as ten best proposals shall be published on the Foundation’s website.

4. Order of payment and cancellation of the Scholarship

      15. Based on the Commission’s Resolution the Foundation shall within ten days after awarding the Scholarship:
      1) inform the Candidate;
      2) provide the Foundation’s accounts department with a copy of the Resolution and relevant instruction approved in the established order.
      16. After having received all the necessary documents the Foundation’s accounts department shall transfer the amount of scholarship to the Candidate’s bank account on a monthly basis.
      17. During the academic year upon the Commission’s request the management of the higher educational institution or secondary special educational institution shall provide the following information about the scholar to the Commission:
      1) in case of transfer of the scholar to a part-time form of study - a relevant notice must be provided immediately;
      2) as to the student - results of the next exam session, other information stating about his/her achievements must be provided;
      3) as to the student of secondary special educational institution – information on grades and attendance must be provided;
     4) as to postgraduate student, Master’s or Ph.D candidate - copies of reports on the results of scientific and research work must be provided.
      19. The Commission may make a decision to withdraw/cancel the Scholarship in case of:
      1) transfer of the scholar to a part-time form of study;
      2) low scores/grades in studies;
      3) criminal offence committed by the scholar.
      20. In case of cancelation of the Scholarship on the basis of information on scores and attendance the Commission shall:
      1) immediately provide the relevant resolution and instructions to the Foundation’s accounts department;
      2) inform the Candidate.
